Just my 2 cents, but all I grow is Autoflower. My best grows have been indoors under LEDs. And I have tried changing the light to 18/6, but had better luck with 24 hours 7 days a week. And yes I agree with CakeFan, they do slow down just before going into flower. But all of my grows have been different because I grow different strains, still learning myself.
14 hours? i wonder if your plant isnt a little confused, do you see any rounded leaf forming?
If it is an autoflower try 18/6 light schedule. If it still doesn't want to bud put it on 12/12.

I would go with at least 18/6 , I've heard some growers say they go with a 21/3 schedule for auto's.

As mentioned, it may not be getting all the light it can use. It depends on the quality of light but most would prefer 18 hours or more.
