I think it was 0.2% when I was in Spain a week ago as well. I didnt really look into it but it looked like they were trying to trick people (tourists) into buying "extremely powerful White Widow" etc, whitout saying too much about the THC content.
you may be able to find find higher thc% in cannabis clubs in spain, the thing about weed in spain is it's both legal on some aspects and illegal on some others
