Does size matter?

Hey guys, girls , I popped these girls 12 days ago and their my favorite , Super Skunk .The seeds themselves were normal , tap roots were normal . But when they popped out of the coco they were extremely small...... I mean , Tiny ! Normally , by this time with past super skunk grows ,they would almost be ready to transplant . ANY ideas ?    I,ve only given them water. I haven't over or under watered them. Just growing extremely slow.

      What do those curled leaves tell you the problem could be? 

      Rule out the obvious, if its coco coir its not over watering
