Have a look. It’s in the same soil consisting vermicast, coco peat, rice hulls, soil, and CRH. It is light, loam soil.

need I mention that 3 plants get to share those old wrong spectrum  bulbs? It takes 80w to start with a CFL per plant. It couldn’t stretch out any farther bc they are so close already.

but I am not arguing let me clear that out. I actually am asking help. I know there could be a lot of factors as to why it’s like that, but if you had one single arrow to hit a target, what could  it possibly be?

    • that one isn't growing big or vigorous either, if i had to change one thing i d try with another soil.

I m literally doing nothing special with my plants but watering with tap water every 6-7 days the 3-4 weeks and my plant are 5 time bigger than yours in the same amount of time. so to me there is something wrong with the medium or your water.

      • Appreciate it man. I am using my HPS now. How long do u think I should wait to come to a conclusion that it isn’t the light that’s the problem?

      • also warm white is good enough for veg, and i have grown some bigger plants faster with only one 18W cfl bulb. so the slow growth you experience is most prolly not linked to your light but something else, weak seed(s), un-appropriate medium, or un-appropriate water

        • For the first 2 weeks atleast you need to provide plants with 6000K+ or maybe 5600K. Hps you can turn on after it reaches 6 inches or more. Thats a no brainer .. Try a simple white LED bulb , you dont have to turn off the HPS just stick it next to current light.

I had it on 3500K warm white for 3-4 weeks same like you ,and nothing was happening.Switched out to a 20W LED bulb it was 7500K spectrum, and i got a massive plant in under 1 week.
