Oregon here.  I think Oregon was first, not sure.  We can have 6 plants in flower and 6 juveniles for personal use.  I grow indoors only, not sure about outdoors.  Oddly you can only have a finished ounce in possession.  Nobody follows the rules though except the pot shops and commercial grows.  Much like California, the entire state reeks of skunk all of October!
