you need to look at the buds instead of the leaves. are your hairs turning orange? thats a good sign on most strains. but i have had some strains that didn't turn.

Yep, you cant tell for sure from that picture, you need to look at the calyx to know. Typically the trichomes on the sugar leaves turn a few weeks before the ones on the calyx but that is just a rough guess. However from the looks of the sugar leaves and the white pistil I see, I think it needs more time
