A few things can cause this. 1. a real hard seed shell, 2. seed exposed to heat 3. old seed 4. bad seeds with poor viability 5. genetics  I had some Durban Poison seeds that zero out of 15 seeds germinated. It was due to a real hard seed shell. The breeder should send you more seeds of your choice.
